Appointed by the Secretary for Labour and Welfare

Terms of Reference

1. To monitor the implementation of the Lump Sum Grant Subvention System (LSGSS) and identify areas for improvement;
2. To deliberate issues arising from the implementation of the LSGSS and recommend solutions;
3. To enhance communication and exchange of information and experience among the Social Welfare Department, non-governmental organisations (NGOs) operating subvented welfare services and their staff, and service users in matters relating to the implementation of the LSGSS; and
4. To steer the implementation of the recommendations set out in the Review Report on Enhancement of LSGSS issued by the Task Force for Review on Enhancement of LSGSS in July 2021.
