Lump Sum Grant Subvention System

SWD has been implementing the Lump Sum Grant Subvention System (LSGSS) since 2001, providing subventions to non-governmental organizations (NGOs) for operating welfare services. The LSGSS emphasizes service effectiveness, which allows NGOs to use public funds more flexibly and efficiently, and to provide quality services in a timely manner. Subject to compliance with the requirements of the Funding and Service Agreements (FSAs) and the relevant statutory requirements (if applicable), NGOs may deploy resources flexibly to achieve the service output and outcomes as specified in the FSAs.

Milestones

The implementation of the LSGSS needs to keep pace with the times. The Government has conducted reviews in 2008 and 2021 respectively to enhance the LSGSS and related measures. The important developments are as follows:
