Senior Citizen Card Scheme - Application Procedures

  1. Supporting Documents Required
    • Completed application form;
    • Recent colour full-faced photograph taken within past 6 months (plain background);
    • Copy of HK Smart Identity Card.
  2. Application procedures
     
    1. First Application (Free of charge)

      Applicants may submit the first application by the followings 3 ways:
       
      1. Application by mail:
        Eligible applicants who reach 65 years old can send the above supporting documents to the Senior Citizen Card Office (SCCO) by the pre-addressed envelope. Upon receiving all supporting documents, the office will process and send the Senior Citizen Card (Card) to applicant by mail within 7 working days after receiving the application. Applicant who will reach 65 years old within 60 days may also send the application to the office. The office will keep the application and send the Card to the applicant by mail on 2 working days before the applicant's birthday or within 7 working days after receiving the application (whichever is the later).

        Note: 
        The following applications will not be processed by SCCO and the document submitted will be returned to the applicants:
        • Applicant sends the application for more than 60 days prior to reaching 65 years old; or
        • Applicant fails to submit necessary supporting documents.
        • Underpaid mail items will be rejected. For proper delivery of your mail items to the department, please ensure your mail items bear sufficient postage with return address. (Delivery of mail items by using the prepared envelopes is excluded.)
      2. Apply in person
        Applicant can bring along the required documents to the SCCO during office hour. The applicant will receive the Card within the day. If the application is submitted by the applicant's relative/friend in person, the authorized person is required to provide his/her information of identity for registration and record.
      3. Online Application
        Applicant can click the link through "Linking to GovHK" below to submit the first online Senior Citizen Card application:

        (Note: Starting from 27 February 2023, Senior Citizen Card applicants, who apply through GovHK (for both First and Replacement application) and opt for an electronic version of the card, will be given an electronic version of Senior Citizen Card via email in addition to a physical card.)

        Remarks:
        1. For those applicants who reach 65 years old (according to the date of birth), upon reception of application, SCCO staff will send the Card to the applicant by mail within 7 working days.
        2. For those applicants who will reach 65 years old in the coming 60 days, they may submit their applications to SCCO through Internet. The application will be processed and the Card will be sent to the applicant by mail on 2 working days before the applicant's birthday. If the application is received less than 7 working days prior to applicant's 65-year-old birthday, it will be handled according to Remark (1).
           
    2. Application for replacement (Replacement fee is adjusted to $25 with effective from 1 March 2024.)
      Applicant can prepare required documents and the replacement payment ($25) to submit Application for replacement by one of the methods below:

  1. Distribution of the Application Forms
    The application forms and pre-addressed envelopes are available at the Senior Citizen Card Office, District Offices, Social Security Field Units of the Social Welfare Department, Integrated Family Service Centres of each district, Public Enquiry Offices of the Home Affairs Department, District Elderly Community Centres and Neighbourhood Elderly Centres.
  2. Fees and Charges
    Issue of the first Card is free. However, a nominal fee will be charged for replacement. The current fee is $25 (subject to revision). Replacement fee can be mailed to the Senior Citizen Card Office by crossed cheque/cashier order (payable to 'The Government of the Hong Kong Special Administrative Region').
