Manpower Support -Training Programmes and Other Measures

  • Enrolled Nurse Training Programme for the Welfare Sector
    To alleviate the shortage of nurses in the welfare sector, SWD has commissioned the Hong Kong Metropolitan University to provide 200 training places for enrolled nurses (EN) (general) each year under the EN Training Programme for the Welfare Sector (Training Programme) from 2017-18 to 2024-25. Trainees are required to sign an undertaking to work in the welfare sector for two consecutive years upon graduation. By the close of application period on 4 March 2022, more than 1600 applications for admission to the 2022-23 cohort of the Training Programme were received.
  • Navigation Scheme for Young Persons in Care Services
    SWD has been implementing the Navigation Scheme for Young Persons in Care Services (Navigation Scheme) since July 2015 to encourage young people to join the elderly and rehabilitation care services. The Navigation Scheme recruited 1 158 trainees in the first five years from 2015‑16 to 2019‑20. SWD enhanced the Navigation Scheme in 2020-21, providing a total of 1 200 training places over five years. As at the end of March 2022, around 780 trainees were recruited under the enhanced Navigation Scheme.
  • Innovation and Technology Fund for Application in Elderly and Rehabilitation Care
    SWD continued to run the “Innovation and Technology Fund for Application in Elderly and Rehabilitation Care” to subsidise elderly and rehabilitation service units in the procurement, rental or trial use of newly developed technology products so as to improve the quality of life of service users and alleviate the burden and stress of care staff and carers
  • Wi-Fi Service
    Funded by the Lotteries Fund, SWD continued to implement a four-year pilot project that aims at rolling out Wi-Fi services gradually at around 1 350 service units operated by subvented/subsidised organisations under SWD from January 2020 onwards. The project seeks to encourage these organisations to make use of technology products to improve their elderly and rehabilitation services. SWD has also deployed resources to complete the setup of Wi-Fi services at 180 welfare facilities under its purview, including social security field units and integrated family service centres, in November 2020. As at the end of March 2022, funding was approved for 1 278 eligible service units.
