Registration of Home Manager and Training Courses
Introduction to Registration of Home Manager
The Director of Social Welfare (the Director) manages and implements the home manager registration system to enhance the professionalism of home managers, and strengthen the management of residential care homes (RCHs) in order to ensure the service quality of Residential Care Homes for the Elderly (RCHEs) and Residential Care Homes for Persons with Disabilities (RCHDs).
As stipulated in section 11 of the Residential Care Homes (Elderly Persons) Regulation/ the Residential Care Homes (Persons with Disabilities) Regulation (the Regulations), the operator of an RCHE / RCHD (other than a nursing home) must employ a home manager for the residential care home. In addition, RCH operators are required to employ a registered home manager or a registered home manager (provisional) on and after 16 June 2025. In accordance with section 3X of the Regulations, the Director must keep a register containing a list of persons registered as registered home managers/registered home managers (provisional) available for public inspection.
Application for Registration/Renewal of Registration of Home Manager
Registration of home manager is categorised into registered home manager of RCHEs, registered home manager (provisional) of RCHEs, registered home manager of RCHDs and registered home manager (provisional) of RCHDs. Application for registration is opened on 16 June 2024. Applicant shall refer to the “Guidance Notes on Application for Registration as Registered Home Manager” for details, and submit the application and upload related documents electronically through the CarePro Registration System for Residential Care Homes. In addition, a registered home manager may apply for the renewal of registration at least 3 months before (but not earlier than 6 months before) the expiry of the registration.

Training Courses for Home Manager
In accordance with sections 3A and 3B of the Regulations, a person who has completed a training course specified by the Director, meets other requirements specified, and is competent to perform the duties of a home manager and is fit and proper to be so registered, to the satisfaction of the Director, shall be qualified to be registered as a home manager for the purpose of employment at an RCHE/RCHD. Persons who are interested to enroll on the Registered Home Manager Training Course and apply for registration of home manager may refer to the relevant course information.
