Invitation for Proposals for Operating the Support Programme for the Unemployed under the Comprehensive Social Security Assistance Scheme

The Social Welfare Department now invites non-governmental organisations and/or other organisations to submit proposals for operating the Support Programme for the Unemployed under the Comprehensive Social Security Assistance Scheme.  Applicant (or key applicant under a joint application) must be a bona-fide non-profit making organisation which is a registered charitable institution or a trust of a public character exempted from tax under section 88 of the Inland Revenue Ordinance (Cap. 112).

Details of the Briefing Session are as follows-
 

The proposal must meet the requirements and the prescribed format as stipulated in the Service Specifications, its Annexes and Appendix of the programme.  Applicants are reminded to read thoroughly all requirements and the prescribed format of the proposal and submit the completed Prescribed Form for Proposal to the following address by hand in a sealed envelope marked “CONFIDENTIAL – Application for Operating the Support Programme for the Unemployed” on or before 5:00 p.m. on 15 May 2025 (Thursday) –

In case a black rainstorm signal is issued, tropical cyclone warning signal No. 8 or above is hoisted or extreme condition is announced by the Government any time between 2:00 p.m. and 5:00 p.m. on 15 May 2025 (the invitation closing date), the closing time for submission of proposals will be extended to 5:00 p.m. on the first ensuing working day without further announcement.  Late submissions or submissions not delivered by hand will not be accepted for assessment.
