Collection of Tender Documents:The tender documents are available on compact discs (CD-ROMs) or may be downloaded from the e-Tender Box (ETB) of the Procurement and Contract Management System (PCMS).

The relevant compact discs are obtainable from the Technology Management Section, Computerised Social Security System, Social Welfare Department, Room 502, 5/F, 14 Taikoo Wan Road, Taikoo, Hong Kong.

Submission of Tenders:A Tenderer shall note that a two-envelope system is adopted in this Invitation to Tender. Regardless of whether Paper-based Tendering or Electronic Tendering is used, the Tenderer shall submit its Tender in two (2) separate proposals, one as the Technical Proposal and another as the Price Proposal comprising the items as follows:

(i)    Paper-based Tendering

If this method is used, the Technical Proposal and the Price Proposal shall be placed inside two (2) separate envelopes clearly marked as specified below respectively:
(1)    “Technical Proposal (Tender Ref.: SWDT082024 – Tender for the Supply of Desktop Computers and Provision of Related Services to the Social Welfare Department)”; and
(2)    “Price Proposal (Tender Ref.: SWDT082024 – Tender for the Supply of Desktop Computers and Provision of Related Services to the Social Welfare Department)”.

The two (2) envelopes shall then be placed together inside one (1) large envelope, addressed to the Chairman, Tender Opening Committee, sealed and deposited in the Government Logistics Department Tender Box situated on Ground Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong before 12:00 noon on 13 January 2025 (Monday), the Tender Closing Time as specified in Paragraph 3.11(a)(i) of the Terms of Tender. Tenders must be deposited in the Specific Tender Box before the Tender Closing Time.

(ii)    Electronic Tendering

If this method is used, the Tenderer shall submit the Technical Proposal and the Price Proposal as separate attachment files, using the file names as set out under (1) and (2) below, in accordance with the manner specified in Paragraphs 3.11(a)(ii) and 3.13 of the Terms of Tender.

(1)    Technical Proposal - A Tenderer may use “technical.doc” as file name or other file names except “envelope2.doc”; and
(2)    Price Proposal - the name of the file must be “envelope2.doc”.

In case Tropical Cyclone Warning Signal No. 8 or above is hoisted, or a Black Rainstorm Warning Signal or “extreme conditions” announced by the Government is/are in force, for any duration between 9:00 a.m. and 12:00 noon on the tender closing date, the tender closing time will be postponed to 12:00 noon on the first working day after the Tropical Cyclone Warning Signal No. 8 is lowered, or the Black Rainstorm Warning Signal or the “extreme conditions” announced by the Government has/have ceased to be in force.

In case of blockage of the public access to the location of the Specified Tender Box at any time between 9:00 a.m. and 12:00 noon on the tender closing date, the Government will announce extension of the tender closing time until further notice.  Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable.  The above announcements will be made via press releases on the website of Information Services Department (http://www.info.gov.hk/gia/general/today.htm).

Late tenders will not be accepted.

  1. A briefing session (conducted in Cantonese) on this tender exercise will be held as follows –

    Prospective Tenderers who wish to attend the briefing session, please complete and send the Reply Slip for Tender Briefing Session in the Tender Documents by fax at 2528 3927 to the Social Welfare Department at or before 5:00 p.m. 18 December 2024. The Department reserves all rights to reject the attendance of briefing session of any person who is not an eligible potential Tenderer and will not entertain late enrollment.

    In case Tropical Cyclone Warning Signal No. 8 or above is hoisted, or a Black Rainstorm Warning Signal or “extreme conditions” announced by the Government is/are in force, for any duration at or after 9:00 a.m. 19 December 2024, the tender briefing session scheduled for that day will be cancelled and the Government will notify prospective Tenderers who have submitted the reply slip the arrangement of the rescheduled tender briefing.
  2. This tender is covered by the Agreement on Government Procurement of the World Trade Organization (WTO GPA) and will not involve electronic auction. This notice also serves as a summary notice required under WTO GPA.
  3. Open tendering is adopted. All interested contractors/suppliers/service providers are invited to tender.
  4. The Government of the Hong Kong Special Administrative Region does not bind itself to accept the lowest tender (or the highest combined score for a tender adopting a marking scheme or the highest tender for a revenue contract) or any tender, and reserves the right to negotiate with any tenderer the terms of its offer.
  5. Details of the contract award will be published on the Internet at https://www.swd.gov.hk/en/whatsnew/tenderinfo/index.html.
