To monitor the implementation of the Lump Sum Grant Subvention System (LSGSS) and identify areas for improvement;
To deliberate issues arising from the implementation of the LSGSS and recommend solutions;
To enhance communication and exchange of information and experience among the Social Welfare Department (SWD), subvented non-governmental organisations (NGOs) and their staff, and service users in matters relating to the implementation of the LSGSS;
To steer the implementation of the recommendations set out in the Review Report on Enhancement of LSGSS issued by the Task Force for Review on Enhancement of LSGSS in July 2021; and
To steer the progress of the implementation of the Best Practice Manual among subvented NGOs.
