Central Referral System for Rehabilitation Services (CRSRehab)
Service Description
It manages the central waiting lists of the day and residential servicesManual of Procedures for Central Referral System for Rehabilitation Services - Subsystem for Disabled Pre-schoolers (CRSRehab-PS) (July 2024) (Revised Edition) for people with disabilities to ensure uniformity in referral procedure and service admission criteria. With the exception of community support service to which applicants may approach directly for service, all applications for day or residential services for people with disabilities, unless otherwise specified, have to be made by social workers to this System for reformgistration.
Application Procedures
Referrals can be made by social workers of medical social services units, integrated family services centers, special schools or rehabilitation service units. The application is free of charge.

Standardised Assessment Mechanism for Residential Services for People with Disabilities
All mentally handicapped or physically handicapped applicants for residential service had to undergo a standardised assessment arranged by social workers. Only those with confirmed need for residential care may waitlist for or admit to residential service.
- Applicants assessed to have residential service need will be registered on the waiting list in accordance with the types of residential service matched.
- For those assessed to have no residential service need, the referring social workers will refer them for other appropriate services, such as day training programmes or community support services. Applicants may request for re-assessment should their health deteriorate or family condition change in future warranting residential services.

Online Submission
Authorised personnel of recognised referring offices and non-governmental organisations could apply for case referrals, service applications, and registries submission in relation to social welfare services through "The Client Information System (CIS) Online Submission" of SWD.
Enhanced Waitlisting Mechanism
To optimise the queuing mechanism for residential rehabilitation services for PWDs so as to reduce incident of premature admission to residential care services of those PWDs who could maintain living in the community, the SWD has enhanced the CRSRehab by putting in place the "Inactive Waitlisting Mechanism" (IWM) under the Subsystem for the Mentally/Physically Handicapped (CRSRehab - MPH) with a view to fostering earlier admission for applicants with pressing needs.
Starting from 28 March 2023, applicants waitlisting for adult residential rehabilitation services under CRSRehab - MPH are allowed to opt for deferment of allocation of residential placement by transferring to the Inactive Waiting List (IWL) with their original application date retained vide application through their referring workers (RWs). No residential rehabilitation service would be allocated as far as the applicants are on the IWL. If the applicants are in need of residential rehabilitation services at a later stage, they may, through their RWs, apply to return to the active waiting list with the original application date and waitlist for appropriate residential rehabilitation services. Please approach the RWs for more details of the IWM.
