The overall objective of services for offenders under the Social Welfare Department (SWD) is to give effect to the directions of the courts on the treatment of offenders by social work approaches through community-based and residential services with a view to re-integrating offenders into the community.

Community-based rehabilitation services include Probation Service, Community Service Orders (CSO) Scheme and Community Support Service Scheme (CSSS).
