OBJECTIVES 8.1 Rehabilitation services aim at assisting persons with disabilities to become full members of the community by developing their physical, mental and social capabilities to the fullest possible extent and by promoting their integration into the community.   SERVICE PROVISION 8.2 To achieve the above aims, the Social Welfare Department (SWD), directly or through subvention to non-governmental organisations (NGOs), provides a full range of social rehabilitation services for persons with disabilities. At the end of March 2011, there were 5 884 pre-school places, 16 629 day places and 11 722 residential places. The breakdown of service places as at 31 March 2011 is shown in the table below while the number of rehabilitation service places as at 31 March 2009 and 31 March 2011 is shown in Chart 12.
